Stellaris transcendent learning - Noob here: 2nd day playing this game and I LOVE IT!!! Question: I read all over the internets that Transcendent Learning should raise the cap on ALL my leaders +2 and give a 33% XP gain. But when selected it only gave an increase of +2 to Scientist and 25% XP gain. Does this Perk increase/get better. Thanks in advance.
